My level 43 Ranger has spent 20 points on Marksmanchip to get extra power plus two other side benefits ( can not recall what they were ). Another 10 + points were spent to obtain increased Critical hits plus another two benefits.
My question is do the extra power/crits both apply plus 4 benefits ?

Similarly my level 30 Ele spends points in fire and earth ….. do those benefits apply together or just when attuned to fire or earth.

It depends on the specific benefits granted by spending those points in the specific line. For example the ele has a few things that say only if attuned. But the cooldown (recharge) reduction for signets for example applies no matter what.
