Hi, I’m trying to get my asura thief the Whisper’s set helm. I traveled to Deadend Cave, but couldn’t find the Armor Requisitioner in Chantry of Secrets. Do I need to be a member of the Whisper’s faction to see the NPC and purchase stuff from him?

Order armor and weapons sets are only accessible to the members of that order. The OoW armor requisitioner is in a room accessible from a portal left from the main hall, this room also is only accessible for order members. In short, you will need a OoW character to unlock the skin, and then transmute it from the wardrobe to your Asura’s headpiece.

What lerak said, you need to be a member of the Order (level 30 story as I recall to join order) and you need to be with a level 80 character before you can access the wares. I went in with a 77 whisper-affiliated thief trying to prep her gear in inventory for when I hit 80, but was told I don’t meet the requirements to view merchandise. It was there once I reached level cap.
