For less than seven hundred dollars… Hmmmm, you can buy single Self-Style Hair Kit from the gem store for 250 gems. This will let you change the color AND the style of your hair. These kits even have hair colors and hair styles that are not available in the character creator. If you do not want to buy gems with real world currency, you can trade gold for gems and this kit will run you about 40 gold (current market price).

250 gems is a bit over $3 but I think the minimum purchase amount is $10 which is 800 gems.
