Chest of Loyalty?
You mostly only get laurels from the daily login rewards. You can get tomes from a variety of sources (daily login rewards, pvp/wvw reward tracks to name a couple), and while you can grind out xp for levels, you can’t grind out xp for more laurels. That’s my logic for deciding to get laurels.
Also, when all your alts are max levels, you don’t need tomes, but you can still use laurels.
I definitely would NOT get tomes. You get tomes throughout the month from Daily Login rewards, as well as from other sources; plus, you get Writs of Experience for many dailies, which can be converted into more Tomes. I wouldn’t waste the Chest of Loyalty on that.
If you want to use the laurels to buy something specific from the Laurel Vendor, then I’d say laurels are a good option. There are ascended trinkets, materials, mini pets, a tonic, and old Living World reward skins/items that can all be bought with laurels.
The ascended materials are, indeed, used to make ascended gear. It wouldn’t hurt you at all to choose that option because you could either save the materials for when you feel like crafting, or you could just sell the material right away for some fast gold. I, personally, choose ascended materials every time, but that’s because I really have no use for the laurels anymore (I’ve bought everything I want or need, and I have about 200 of the laurels just sitting in my wallet).
If you have no interest in Legendary crafting, then laurels are the best option. Tomes are always nice for leveling alts, but if you are struggling to get those 6 levels over the course of a month they won’t help you our that much truth be told. Ascended mats are a nice option as well, but you can convert laurels to gold indirectly through purchasing crafting mat bags. I believe you end up earning about 1 gold per laurel, which you can then use to buy the ascended crafting mats if you really want them.
I’ve always picked the 20 laurels.

I used to pick the legendary rewards when I first started, now I go with the laurels. They are far more versatile in their uses

It depends what you want from the chest.
- Coin value: best options (by far) are laurels and ascended materials, with the winner depending on the current market. Laurels have been the better value more often than ascended. Unless you check the market, go with laurels.
- Replacement costs: laurels are the only choice — everything else on the list can be replaced with some combination of coin, time, and dedication (i.e. grinding).
- Convenience: for legendary crafters, legendary materials is a solid choice to save you the trouble of rolling for mystic clover. For people about to craft their first ascended set, the ascended mats are ok; they modestly reduce the time-gating delay (most veterans know enough to pre-craft such items).
- Leveling: the gift of experience is never a good idea; it’s just too easy to get tomes and for the impatient without tomes, there are simply too many ways to reach L80 quickly.
tl;dr
- For coin: laurels & buy Heavy Crafting Bags (13-21g/gift)
- Only when crafting legendaries: the legendary mats

Laurels are usually the best thing to get as they convert to about 80 silver per laurel. I’ve been getting legendary materials as I’ve been crafting legendary weapons and spirit shards are more of an annoyance to get than gold at the moment.
FWIW, legendary materials include mystic clovers, and while there are other ways to farm for those in-game (pvp and wvw reward tracks), they are more costly than things that laurels purchase.

The only way to turn them into gold is to make a core legendary and sell it, which also requires a significant up front investment that a lot of players don’t have lying around. Laurels can be turned straight into gold

I think slippy was referring to the opportunity cost of laurels — it takes roughly 3 ecto and 3 mystic coins to produce a single clover (at the wiki’s 33% drop rate). That translates to about 4.8 gold/clover or 33.6 gold per loyalty chest of 7 clover.
In contrast, the opportunity cost of buying T6 mats via Heavy Crafting Bags is roughly 90 silver/bag or about 18g/loyalty chest of 20 laurels.
In other words, the Legendary Chest is worth a lot more.
Nevertheless, Ori’s point hold true, too: you can’t spend clover unless you are making a legendary.
Which is why I recommend the legendary chest for those who think they might craft a legendary in the next 6 months or so and the laurel chest for everyone else.
