Q:
Chill usefulness in PvE
From the Guild Wars 2 wiki:
http://wiki.guildwars2.com/wiki/Chill
Chilled
Effect type Condition Stacking Duration
Movement speed decreased by 66%; skill cooldown increased by 66%; stacks duration.
So, in general, slowed movement and increased skill recharge. Probably wont work if the boss has Defiant.

Do we know if it works on bosses though?
Chill can help with slowing monsters down.
For example in CoF p2 there are assassins that will go straight for the NPC you have to protect and most people chill them because they cannot be knocked back/down or pulled.
No it wouldn’t make much change on subject alpha or bloomhunger because they don’t move around much and don’t really need to be chilled.
My suggestion is that chill is really good for kiting and slowing unstoppable monster down.
Still no proper answer. I wish we could get an official one on that. Does chill slows down NPC skill cooldowns as well? It’d be nice if we had a bit more control over the field than just slowing down enemy.
Does chill slows down NPC skill cooldowns as well?
Doesn’t look like it, based on some testing I did… Maybe it slows some of their skills.
Mobs have no cooldown on their skills, they haven’t for awhile (They did at one time but that was changed). A mob can actually spam his skills on you if you get really bad luck on the RNG but generally their AI will tell them to vary skill usage.
Cripple however does not count for defiant so it’s useful for kiting. While we’re at it neither does sinking underwater, so spam that on boss mobs.
@Rainbow Sprint Too bad, but thanks for clarifying. I really thought they would have some kind of internal cooldown ; )
