Dye/Weap/Armor Combo for a blue sylvari?
Very Phantom of the Opera … but blue.

blue longbows that come to mind:
- ascended with vitality primary stat (kinda expensive though, and not very useful stat-wise :P);
-Arah;
-AC (but only at nighttime);
Have you looked at the Sylvari cultural armors? And there’s a set of Sylvari cultural weapons (the t3, Warden weapons) that all have blue in them and maintain a nature theme.
I was checking out bows for my human guardian who leans towards blue glows in his weapons. Try Arc, Pact (either Pact one), Wintersday, and Zodiac. And as Rose mentioned, the Warden one is very nice, it has a deeper blue to it. I’d give you a pic of it but it didn’t suit my guy’s look.
For him I’m also pondering Chaos, Kudzu, Super, and Wings of Dwayna, but those don’t seem to fit your needs as well as the samples below so I shan’t inflict them on you
Other blue weapons are Zodiac and the blue version of Nightmare Court weapons but both are very expensive. Corrupted weapons are the cheapest blue ones though from what I’ve seen.
I too tried to make a blue sylvari but all colors clash too much..
Maybe I have to try again sometime coz it’s fun.
Here not actually blue but i think this might suit you https://wiki.guildwars2.com/wiki/Luminescent_armor_
I made a Sylvari which wore Zodiac and had Ley Line weapons, but it felt like too much blue, so I ended up doing a mix and match armor and dyed it abyss (http://i.imgur.com/WjS6cfC.jpg).

I would recommend not to go blue all the way, but try have something to break it up.
Here is a list of weapon sets with a full or partial blue theme and with the acquisition difficulty in parenthesis:

There are also other standalone weapons which are sometimes blue. Click the following link to see images preview. Some of them are easy to acquire, but mostly they are expensive.

Hope this helps.

Dat answer .__. Chapeau!
I have a blue sylvari and I like deep purples with red for secondary colors and maybe bright red, green, or blue colors (like pastel or ice dyes) for the small accents.
try adding some white in there. blue/white goes well together.
the corrupted weapons are a nice blue, as are arah weaponry
Check out this superblue sylvari (not mine): http://gw2style.com/look.php?id=6029
