Elaborate armors at low levels?
High level players that go to low lvl area are scaled down, so when you click him he’ll have the lvl of the map but a little green arrow indicating the scale.
Also you can use transmutation stone to copy the skin of higher level armors into lower level ones.
(and the other 8 elite specs maxed too)

You don’t have to spend a single gem. Explore a couple of cities for 3 stones each (you can even just create alts to explore an easy one like DR repeatedly and delete the alt after putting the stones in your bank). Find armor you want that isn’t level 80 and use the stones to put it on your gear. I recommend only doing that every 10 levels or so and just putting up with bad looks for a few levels now and then since you replace gear so frequently.
Note, if you just started you might not have the money for the fancier looks yet. Over time you’ll be wealthy enough that any new alt can get the pricier pieces for looks.
Yeah it could be high level characters who are down-levelled to the area they’re in.
Alternatively some people do actually buy dungeon armor or other high level sets for alts and use Transmutation Crystals to put it onto low level armor. If you’ve got enough gold/tokens from playing other characters and especially if you have a specific set in mind for that character it can be worth doing.

I just bought the game last week, and upon creating my first character I was awarded a promotional full set of armor of my choice, to be worn by (presumably) my first toon. Coming from WoW, I just saw it as a freebie BOA set.
Could people like me be the ones you’re seeing?
