If I Infuse a Fractal Ring or Backpiece, does it unbound the item from my toon? So since all the gear is soulbound on use, if I toss it in the mystic forge does that remove the soulbound item since it creates a new item?

if you infuse a ring (upgrade it in the mystic forge) it will make the ring account bound. If you set an infusion in the ring, it will not do anything (versatile simple infusion)

Yes. If you infuse a ring or back item. The item you get back will be account bound and no longer soulbound.
