Gem skins bought before the wardrobe system
You would have to contact support for that. Since it is easy check from the transactions it should be possible.
You can ask, but the answer might be no. From what I’ve read, If you bought gems (then the item) with real money, there’s a chance. If you bought gems with gold (then the item) I gather they don’t track these purchases and neither give you the item nor refund the gems.

Please note that skins or partials skins that you previously purchased but which you no longer possess will not be unlocked on your account. The Guild Wars 2 Support Team cannot unlock skins that fall into this category.
I have the EXACT same issue. Also lost Rox’s quiver. I don’t see why Anet cannot restore purchases? After all we did pay real money for them . .

You asked Support and they said no? Did they give a reason why?
Edit: I’m going to guess there is a time limit involved. Maybe they only keep records for a certain amount of time and anything older than that is deleted. Most people who contact support about the gem store had problems right away. Keeping records of all individual sales past that time is usually not needed.

I did not ask support because of the above quote which states they will not reimburse skins. I have now submitted a request to see if there is anything that can be done, or at the very least get an answer. I shall keep the thread updated with the response, as I’m sure the OP will.

Too bad they couldn’t help you but that answer will help the next time this question comes up.
I thought I would post my result for others to reference.
The support team was very kind and said they would be able to make an exception as I paid real money for Rox’s Quiver. They have been able to give me another. Thank you Anet! I am very grateful.
I think the major difference is whether or not you use gold or cash to buy the gems (or at least that seems to be the only difference between the two scenarios here).
