I would like some clarification on how server population is measured.
People are arguing with me that explanation given by Eva here means that a server is full due to the number of people currently logged in and playing on the server at that point in time.

However this explanation does not make any sense. I believe the server population is based on the number of people still on the server or transferred there regardless of whether or not they are logged in. This is because servers are provisioned for the maximum load, and not the current load because you can’t switch players off a chugging server in the middle of a battle.
What’s the correct explanation?
