What is /rank and finishers tied to? The achievement progress (Gladiator, Mercenary, Avenger etc) or the purple bar below where level normally is..? Or are those the same?

PvP Rank / Achievement question
They aren’t exactly the same, but co-related.
Every 10 levels (purple bar) you get a new PvP rank (Rabbit, Deer, Dolyak and so on)
