In order to permanently unlock a Living Story Chapter on my account, do I need to complete that chapter before the next chapter is introduced or is merely logging on while it is active sufficient?

You need only log into your account to permanently unlock an Episode while that Episode is live. You don’t need to complete any of the Episodes to unlock previous, or successive Episodes.
