can you level in just starter zones?
Technically you can level in any starter zone until you’re 80.
Practically not.
You can level up in any area up to 80, but it’ll always be more efficient going to areas near your actual level.
XP gained from events and killing mobs does scale, but you’ll still get a little bit more XP from level apropiate areas. Coin rewards don’t scale as much, and you won’t get as good loot, since when in a lower level area you have a chance of getting gear for your own level as loot, or for the area level, and the gathering and crafting loot you get will be based on the area level, so you won’t get high level materials.
That said, if you’re in a low level area where lots of events are going in (for example, Queensdale by following the champion train) you will level up quicker than in an apropiate level area but with very few events happening.

Go ahead and level in the starter zones. It’s probably faster then the mid level zones because the events pop off faster and closer together. In the mid level zones you spend more time finding events than doing them. When I was leveling mine and wanted to gain a fast level or two, I would go to the noob starter zones where I knew events were and run through them fast.
Now the karma and loot are not as good in the lower levels so that may be a problem later when you hit 80 and want to get max gear. But you can just get greens and do ok until you get more gold and karma.

There have been multiple people who leveled to 80 in the starter/tutorial instance.
Don’t forget to wander off the beaten path and take down critters there, better chance that they will give you bonus XP.
I tend to get to 80 well before I’ve explored all under Level 25 zones. Explore the cities, do the 1-15 content outside of each and you should be close to 80. Rez players, gather everything, clear the map.

You CAN but its not exactly optimal . You have to remember if all you’re doing is staying in one zone you’re not going to get any XP from exploration or advance your story very far. Loot will be minimal even for things like Maw or SB and unless you’re doing it on an alt you’re never gonna get your daily
I level all my alts in Wayfarer Foothills but I’m very casual about that so I don’t “need” them to be 80. Half of my alts have never left Wayfarer’s.
My first character was a Norn and I really know Wayfarer like the back of my hand. So many dailies can be done there quickly so that’s where I take all my characters to knock off as many of the daily tasks as possible.

My last characters did mainly Wayfarer Foothills and Queensdale, maybe also some other starterzones until 30+ then i do maybe Gendarran Fields, craft after that to 50+ and do the rest in Dredgehaunt Cliffs. Reason is, there are a lot quick Events where you only have to kill a Veteran, and also its nice for harvesting to earn good money on the way

i know that you get down leveled when youre in a low level zone and you still get exp for quests and stuff. my question is, is that exp you get comparable to your own levels zone?
like if i finish the first human zone and im 20 or so, will i level just as quickly if i go to the nord starter zone rather than going to the next human zone?
its just more fun, imo, to level in the starter zones since there’s more players. makes it feel more like an mmo than the other zones
You level almost as quickly, because you get slightly more experience for your level appropriate zone.
Still, you will not be penalized by staying in a low-level area longer. You get scaling amounts of experience for everything you do.
