I disagree with your proposal. Ranks should be no part of it. I want to see a true ladder where people play others who have similar skill. I do not want to see people who have played 15 games to be at the top of a ladder. I also do not want to see a level 46 skyhammer farmer at the top of the ladder.
People need to be matched with others who have similar skill.
The biggest problem is the matchmaking system:
In theory, you are groupped with people that have similar MMR (so ladder position) to you. This is the theory.
So, where is the problem? Simple: this is a team game, so a ladder based on single player is extremly useless and non-sense because if you are lucky at the start, you win easy a lot of game and climb ladder easily, if you are unlucky with 4vs5 or bad player, you will stay out of ladder forever, also if you are a good player. REMEMBER: THE IMPACT OF A GOOD PLAYER IN A MATCH IS ONLY THE 10%.
IMHO, soloQ is the old Random Arena of GW1, so no ladder system is required.
TeamQ could be very nice, but ladder is still non-sense. We have to evalutate the team(maybe guilds or registered team) not the single player.
If Anet wanna create a single player ladder, so let us 1vs1 or somenthing like Hero Battle in GW1.

SoloQ matchmaking definitely has room for improvement. As I highly doubt that it is a coding issue, one wonders why nothing is changed.
Maybe Anet doesn’t see it as an issue or the amount of players doing soloQ doesn’t allow for a rank grouping as the queue time for a game would drastically increase.
At least a very rough separation of ranks might help, e.g. <rank 20 and >rank20.
At rank 20 you will most likely still get owned by high-rank players, but I think it would improve the overall gaming quality for soloQ and keep more new players engaged in pvp.
On a side note: The ladder system also desperately needs a rework.
