I disasgree that ruby is some border line where thing are measured by acctual skill.
Given time every 1 will reach ruby and I mean every1 .
So at the end you will have same low -high mmr players in same league and same MMr win-lose strings(these strings hapen and are reallity that some tend to ignore some not)
Then is just luck in how many pips you wil attain will there be some afk,or you will be matched vs guild team or not.
Essentialy ruby is/will represent spvp before league implementation with addition of few not so god or rather PvE guilds that will creat impression of unbalanced matchmaking.
So old story again.
If you play casualy you will see this happening right now.
I hardly ever get to play vs premades ,but all those ppl i passed are catching up with me by grind only ,while also due to slower grind im geting to this magic ruby border where im catching all those that reached it before me and are now stuck there…
Tanking MMr is not my choice since it will ruin my goal of having 50% win rate on all classes(ironic isnt it)
Joining a guild is also a double edge since losingas agroup results in losing more pips and somehow you dont alweys get to have a team of ppl who understand each other well.
So i rather solo.
So your first point is invalid- every1 will reach ruby you just need enough 5win strings to get there…
In a real world you will never see “league of high school team and pro team”
cause they are divided by leagues in the begining.
What we will have in ruby is same old mmr all over again since ppl that were beter than me should have started above me or worse belowe me.
And progres in different way.
Folowing enforced 50% win logic in ruby you will again meet all those players out of your rank ,be it lower or higher.
(this also nullifies any meaningfull league divisions since range min-max of mmr in ruby will be HUGE)
This could be interpreted as you say “hit the skill cap”
But im prety sure that 90% of all soloQ player will end in this zone strugling with old Mmr, system while im also convinced that about 30% of this 90% populatin “desrves” to advance but will be unable to….
Conclusion for me leagues change a single thing and that is given enough time i wont have to deal with pro teams since im not delusional anough to think i will reach legendary…
Very bad design and twisted system of values(rewards and punishment) imho…

Just reminded that this will also lead to inexplainable 2x or 3x pips los -win since chances to win will be calculated by your MMr score while you are in same division
