If Arenanet ever reads this that would be awesome, if they ever add it in: AWESOME, but anyways, since there are no activities in the black citadel I’d like to suggest two mini games for it. 2 action RPG style missions, the first being:

Adamant Assault:
Five Adamant guards (1-5 players. If less than five players are present they’re replaced by an NPC) are tasked with completing a randomly picked objective.
The assault takes place in either:
-The Hero’s Canton or
-The Gladium’s Canton
The first stage of the mission will be to fight to the objective against flame legion or charr bandits. Once at the AO the objective will either be to
-Disarm a bomb
-rescue a VIP
-rescue hostages
-search for intel
The main objective will be carried out by one player while the others fight off waves of enemies. Once the objective is complete the fireteam will need to fight their way back out again.
Successful completion of Adamant Assault 10 times earns the title ‘Honorary Adamant Guard’. (Just ‘Adamant Guard’ if player is Iron Legion charr)
At the end of each assault the player receives charr related loot.

Desperate measures:
Two ‘charr tank’ operators (If less than two players are present empty slot is replaced with NPC) have to defend the streets of the citadel from an ascalonian invasion. Their tanks will move from the north to east gates (scripted movement) and fire upon invading ascalonians, supported by an infantry warband.
The tanks have five abilities:
Skill 1- rotate cannon left
Skill 2- Fire APFSDS round (Hold button to adjust power)
Skill 3- Fire Incendiary round (Hold button to adjust power)
Skill 4- Fire Flechette round (Hold button to adjust power)
Skill 5- rotate cannon right
Ascalonians will attempt to destroy the tanks. If they succeed the player will spawn outside the tank with a cripple debuff (for duration of round), and will have to fight using their ordinary weapons.
Players win if they: Successfully fight off ascalonians for duration of round (2-4 mins)
Players loose if: -Both player’s tanks are destroyed and are killed.
-20 Ascalonians make it to the Core.
After successfully completing Desperate Measures 10 times the player receives the title ‘Tank operator’.
At the end of each set (three rounds) the player receives charr related loot.
