Most of the RPers hang out in the taverns.
Most people seem to hang out near the bank/mystic forge area in Lion’s Arch. I tend to just hang just outside the bank on the stairs. Another place where I tend to see people hang out if the Grand Piazza at the lion fountain.

I have seen a lot of people in Divinity’s Reach at the tavern near the entrance (I forget the name of it, and I am not home to log in and check). There is also a semi popular area in Hoelbrak where you will find people (it’s near the great lodge).
I imagine the word will get out soon and people will start congregating in more areas. The main tavern in Lion’s Arch (the one with Captain Smash) seems to be fast becoming an RP area as well.

i would like to see taverns act more like social hubs. i think adding mini-games to taverns would be fun and one way to help draw people in. and, while only a slight change, furniture you can interact with would be great. i would love to actually sit at the tables or at the bar.

I completely agree. It’s like playing a single player rpg in an mmo’s world. Theres no need to group with others, other than dungeon runs. It’s kind of hard to make friends and have a community because of it…it sucks. GW2 lacks a social setting. It’s whats made mmos so popular. The only reason people even talk to each other when out in the world is to either be revived, ask where things are happening, or ask where a certain heart or spot is. That’s it. Quite hard to make friends when it’s like that.

I wouldn’t completely blame it on the game. Yea, you don’t have to group, but if you really wanna make new friends, make and effort, and they will come! They certainly have for me. Sometimes ill even randomly invite someone whos doing the same stuff as me to a group and strike up a conversation, and we become friends!
You could always invest in role-playing. I believe both Piken Square and Tarnished Coast have a pretty decent population of role-players, which certainly helps make cities and outposts feel even more alive than they do already.
There’s also usually a pretty decent portion of players hanging around the crafting stations in major cities, so you could always try striking up conversations with them.
