Fusion, new elite skills mechanic
Racial elites are not supposed to be awesome. That’s a key design point.
Your suggestion, two utility skills fused into one... I could exploit that in more ways than I care to point out examples for. The fact that at the cost of an elite, you could effectively have five of your utility skills out... Just, no.

Random skill taken to fuse when your elite;
1. it takes your healing skill when you don’t need to heal and then when you do need it it is on a 200 second cooldown.
2. same as above really but with any skill, they all end up on a 200 second cooldown when you need them.
Player selected fusion;
1. exploits
2. cooldown time when you need skills
Elites are not supposed to be the “1-hit wonders” they are good enough when used correctly.
Normally you would fuse skills that work together well, for a warrior for example – a shout and a healing skill, or shield stance and endure pain. you get stronger basic utility skill, that’s all.
Imagine Fuse as a way of using two skills simultaneously, how is that overpowered? The rest of the utility skills are not effected when you use fusion, they works normally.
There’s allways the option of turning the fused skills off for PVP. But the problem of dungeons being too hard( for a minority of players who are not that skilled yet) falls off.
