This boon will apply to zones with lower player populations. The fewer the people in a zone, the higher the boon will be. The boon applies a boost to stats but also to magic find and a discount to waypoint costs. Additionally, boosts to experience, karma and coin rewards are increased by the boon as well.
This will encourage players to migrate around to other zones all over the game world. Zones with lower populations of players will get a boost in powers to help with the events that may be balanced towards more players in mind. Rewards will scale better for those willing to get away from the zerg style easy mode. And lowered Waypoint costs will help players get to each other faster and help with some of the events across those zones.
