Any tips to reduce skill lag?
Go to desert border. That usually does the trick.
turn your settings lower, turn off screen shake, make sure other programs aren’t running/other people on your network are behaving, idk.
Beyond what you can reasonably do on your end of things with settings etc, you can’t do much about what skill lag is present because it is a server side problem. Hopefully one day they will figure out a way to reduce it or eliminate it completely.

I’ve tried quite a bit of things myself, nothing seems to help. Few friends in game have given up on EB completely in addition to wvw all together.
Players are mentioning something to do with the last patch but who freaking knows……
Set everything to lowest in graphics, unfortunately that is the only thing that will help. Make sure to turn off vertical sync and refresh rate as well. I used to be able to play with everything on maxed, but after HoT, it is not possible anymore. When it gets really bad, go lowest settings, the game will look like minecraft but at least it will be playable.

My hunch is that there’s nothing you can do.
“Skill lag” , where your skills have a delay in going off, is a internet connection issue and if the problem is server side and your internet is working fine, nothing can be done in game. You could try troubleshooting your own internet, of course; make sure there’s no pesky malware increasing your network activity.
If you suffer from stuttering, slideshows, or low fps, you can try turning down reflections, LOD distance, shadows, and character model quantity. Also, turn on LOD effects. I feel one should do that anyways because too many effects gets blinding in big fights.
Beyond that, I really doubt turning down anything else will help besides make everything look uglier with no gain, considering you already have a strong processor and I imagine you’d probably have a good enough video card to go along with that.

This is on a i5-6500, which is much weaker than your OC’d CPU.
Note that I have an old 1680 × 1050 monitor so higher resolution needs more power. It can drop to 30-40 fps but it never gets to slideshow level like it would on my old computer. Reducing the settings had no gain whatsoever.

Yeah, skill lag is going to be a server-side issue. Likely the way skills are working is a queue-based system (FIFO), most likely on a single thread server-side, and each skill action needs to be processed in order, then communicated to each client for notification on the result of the action.
There’s absolutely nothing you can do about this.

Running an old Asus n550 laptop i5 4th gen and gt745m card… Running ReShade seems to have solved my fps problems… 5 (boss fights/Frozen Maw etc) to 40 fps before and 30 to 60 with ReShade… Well pleased
