Gem transfer fee based on WvW
They most likely don’t do it due to the fact that it would be quite hard to determine WvW-population.
PvE-population is easy since each account is tied to the server. But for WvW? They would need to decide how much activity that would be required to be consider part of the population. Does someone logging into WvW just to craft once a week count towards the population?
Does someone that have played WvW daily for a long time but now only plays PvE count?
The variables are quite many and it is most likely not feasible to base the transfer rate on such unstable numbers.

It is totally unfair to charge players 1800 gems to transfer to a so called ‘High’ population server and coming there you only see 3-20 players in WvW.
A PVE player can transfer worlds for a pretty long time TWICE! For free! But a WvW player needs to pay the full amount and ‘hope’ they will not end up in a PVE server.
If you don’t see my point.. then I dunno lol
I really think adjusting the worlds gems transfer to WvW population (montly) is good for balancing servers and good for the players wallet.
Determining WvWvW population should not be that difficult. Just measure people who are inside WvWvW at each time tick and tally numbers together.
I seriously doubt that many people enter WvWvW maps just to craft, even on pve servers. I playing on a so called pve server and generally the crafting area has nobody there.
Gem transfer cost should be based on WvWvW population, because you can guest pve for free. I see players super stacked top WvWvW guesting at Desolation, because they know that pve is better here. E.g. SFR might have 5x more WvWvW players than Desolation, but their pve is really small compared to Desolation.

Yes. I think you overestimate the percentage of the population that plays wvw. I think the majority of players are PvE, and PvE only. I would bet only 15-20% of the total pop plays wvw regularly. Of course, if they don’t release numbers, we have no idea… and if they say people aren’t leaving in droves, their counting system may be flawed before they start.

It would be hard to say what a fair determination for WvW population would be, but one thing is certain and that is WvW Server Rank. You could base the gem fee off of that. T1 most expensive getting cheaper on down.
