Is dropping blueprints considered abuse?

They are soulbound so you can’t mail siege to someone who is involved in battle (at least that’s the logical reason which comes first to mind). Having to physically drop it and pick it up means you are in the same place anyway, this also falls in line with the (presumed) intention behind the soulbound state of siege blueprints.

Erm, just wondering if you are new to wvw…
This is not an exploit at all!
Our commanders keep leading massive zergs to keeps and doors and of course know how and where to place siege, so we give it to them…what part of this is an exploit?
exploiting is the jumping and glitching through gates.
exploits are dropping down from cliff into inner keep at hills.
exploits are using invulnerable zones near spply camps to kill enemies and run back into invulnerable zones
exploits are pulling lord on the top of the garrison
so how could this be possible an exploit?!

An exploit is taking advantage of anything that wasn’t intended in the game. The only reason I say it’s an exploit is because they are soulbound rather than account bound. You can’t mail account bound items so like I said before, they either didn’t think very hard about their own game mechanics and just made it soulbound to be kitten or it is an exploit.

Honestly blueprints shouldn’t be soulbound at all. I can’t tell you how annoying it is to have all those jump puzzle siege plans in my bank that I can’t use because I play Wv3 on my mesmer instead of the engineer I used to get them.
Siege blueprints should be account-bound.

They just dont want blueprints to find their way on the tradepost. But how can stacking the siege on a commander (especially in a WvW guild) to coordinate the placement of siege be consider an exploit so severe that its punishment should be banishment?
Thats is quite over the top. Curious to hear an Anet response on this, but i honestly doubt they consider this an exploit let alone a bannable offense. I think they just dont care one way or another.
As described, this sounds like an exploit in a technical sense (it bypasses a game mechanic). We don’t know if ANet is bothered by the practice or not — we only know that they aren’t worried enough about it to make a statement, hotfix the issue, or take action against a lot of players.
Here are the facts as we know them:
- Blueprints are soulbound/non-transferable
- People have found a loophole that allows the blueprints to be transferred between accounts.
- ANet has suspended people for using similar loopholes, when they have impacted the economy or given an unfair advantage to players, teams, or worlds.
- A lot of people transfer blueprints so that key players in WvW can make use of them at the appropriate time.
- ANet has not, to our knowledge, suspended anyone for transferring blueprints.
Instead of worrying about what ANet might do, I’d recommend that people offer suggestions about what they’d like to see changed for managing blueprints. As it stands now, I have half-dozen slots filled with BP, but I don’t WvW often enough to make use of them. I’d love to donate them to the cause. The only way to do that right now is working around the soulbinding — I’d prefer that ANet block the ability to do that or make it easier to transfer them.
No, it’s intended that you can pass blueprints to other players in WvW.
Anet is aware of this and it is neither a bug nor has a single player been banned for this.
There were only a few exceptions where players started spamming the chat in WvW trying to SELL the blueprints they farmed from the JP and alike. They got a warning, but it is unlikely that they got banned for a single violation either.
After all, blueprints are not trade- and sellable by normal measures to keep the prices stable and discourage exploiting of the WvW JP for sheer profit!
In this thread there is a screenshot posted where a player asked a developer if this was considered an exploit. His reply from Evan Lesh is no, that it is not.

He is in fact a developer. Assuming his image wasnt edited i’m assuming that this is anets official stance.
Siege is soulbound to prevent you from mailing someone in the field needed siege blueprints, that you are intended to run the siege from wherever you get it, to where you deploy it, so as you cant buy siege as you need it.
I do think anet should make it account bound, so you can transfer between characters easily.
