Honestly its alot more doable with territories in place. Easy to apply buffs based on numbers within the territory.
Tossing around some stats here and there is fine, but I don’t support substantial increases Presence of the keep is the extreme case already in existence.
Buffs should stick to utility, like making it easier to finish downed players….or preventing enemies from heal botting their dead.
Waiting for a chilling fog that is poison instead of chill tbh.

there were plenty of ideas just nobody in arenanet who cares because its the only game with a half-working wvw mode
This “revolutionary” idea has been brought up before and it doesnt work the way outmanned is currently implemented. You would have 5v50 outmanned on one side of the map while 10v2 are laughing their kitten off on the other side cause those 10 are outmanned vs 2 players. This system would require such delicate balancing down to the square meter of terrain it would be impossible not to exploit it.
You know the only thing I want for outmanned?
Dont kittening count the players AFK/determined buffed in spawn.

ANet now has a mechanism that could be used to do player caps and micro changes to outnumbered within territories. Something that will discourage or disadvantage the mindless map blob meta would be very nice.
Player cap the zones. Make it impossible to run into a territory with over 25/30. Not unlike when gliding terminates as you move into an opponent controlled zone – get warning you are overstacked for the territory and your squad mates will auto-die if they continue to move into that zone with too large of numbers. I’d love to see this especially for the first couple of days – just sit on the other side of the territory line and watch the uninformed players drop.
Something must be done to end the dominance by map blobs, especially those that also carry dragon banners to be sure they (the 50 man blob) can kill their 10 opponents. Those should just die on entry – in totality, and a BM tag be placed on their characters for the next 10 minutes that both allies and opponents can see.
