What about taking the bottom 6-9 servers out of rotation, and force all the players from those servers to choose a new one. I realize server pride is a big thing but I think it would normalize the population of all servers and hopefully reduce/remove the huge gaps in man power between the tiers. If T4 servers could actually go toe to toe with T1 servers and not just get completely roflstomped it would make for more varied and interesting match ups for everyone.
