look at the healing power coefficients of the healing abilities you have.
will 250 healing power x coefficient be greater than 12.5% of the heal with your current healing power?
Then things like frequency and which heals are actually “connecting” ( IE actually healing someone) factor into it.
Also as mentioned, benevolence will only boost healing to others. Though this shouldn’t matter much in full minstrels, even on an ele. you should have more than enough self sustain.
There are also several other nuances to a healing ele, but most don’t affect ( or would occur equally regardless of) your sigil choice.

I cant remember if someone did the calculations but at already high hp the percentage buffs usually stacks better.
At about 1200 healing its like a 2% difference or something ridiculously small if i remember correctly, the main factor is that life also benefits self healing while benevolence does not, therefore it is the better option 99% of the time.
You got 3 main sources of outgoing heal:
Aura heal, with a .55 modifier, that makes your full stacked life sigil give a 138 bonus.
WTPA, witha .75, a .5 and a .25 modifier.
Regen, with a .125 modifier.
So basicaly, Life sigil gives you very little bonus, even though it gives that bonus to yourself.
If you are running a minstrell tempest, probably with monk runes and rice food, Benevolence sigil is a no brainer. In fact, you should be running transference, and only adding benevolence to that if you don’t want/need to run concentration.
