I don’t think they contradict each other. It reads to me that they will have fewer new content updates and more adjustments to existing systems than previous years. The big content they are developing sounds like it will be for a (guessing here) 2017 expansion pack.
Much like HoT and the Chinese release they will be working on Expansion Pack #2 as well as expanding on already existing content. So fewer Living Story style updates and more class balance updates. Updates to world events and tweaks to pre-existing seasonal content are more likely.
