Unbalance
In a recent dev talk a question was asked about whether it would be possible to have Living World-related permanent world changes being different for different servers…I think this would be one possible mechanism to attract players to under-populated servers. Obviously you would not want every server to be unique – although that has an appeal as well – but there are a number of small but significant changes to a world that I think would cause some people to take on the hardship of switching servers.

Lower cost or free transfers to lower tiered servers. Do it a-net.
While having world changes being different for different servers might cause some to transfer… it does nothing to promote them to go to a lower tiered server. Just a different one.

I always thought a good idea would be to pro rate server wide bonuses like XP/GF/MF/Karma to lower rated or populated servers to promote people to go to those servers. Make it slightly better then the bonuses WvW offers and have it all week. The only real down side to this is it doesn’t really help with WvW population directly but it could give people a reason to go to lower servers and even out over all population.

Can’t really balance the servers.
You would have to lock in the players and prevent transfers.
People go to various servers for a variety of reasons.
A lot of players in the high population like the larger fights. Some want the 24h coverage. Some want to fight with and some want to fight against, certain guilds.
Any change to force a population balance across servers will just tick off more people than people upset by imbalance now.
WvW would have to be changed to factions and have factions draw from the various servers.

What are the chances of that happening? Or are you suggesting to do that by design? What makes you think WvW-ers would care enough about these changes to make them want to transfer?
I am curious as it could be an interesting thing to do… but regardless of the answers… it would be far easier to just give free transfers to lower servers lol
