You will want to immediately prioritize getting exotic level gear if you want to really improve your performance, there is quite a bit of difference compared to running with greens. (Although I despise Eotm, you can play in Edge of the Mists if you want extremely quick access to Badges of Honor to buy exotic gear). That tequatl build you’re using has no condition clearing so you will get destroyed in WvW. You can’t sustain condition damage at all. The build is also extremely squishy (read: very easy to die if you’re focused). It’s also using banners which don’t really help if you’re moving around too much. Since you’re using full zerker stats, I take it that you’re just roaming in WvW rather than playing with a zerg? If that’s the case, you don’t want to run that build at all considering you have Battle Standard as the elite. If you are however running with a zerg, I would really advise you to change your build to this at the start: http://metabattle.com/wiki/Build:Warrior_-_Shouts_Frontliner
If you enjoy higher damage you can start changing out to zerker trinkets gradually as you get used to it.

At the end of the day, the tequatl build you’re running is only meant to be sufficient for PvE and that world boss in particular. In WvW you should attempt to be a bit more flexible so that you can survive while still dishing out damage.

Warrior and Guardian are both fairly easy to play in WvW. Assuming your poor performance isn’t referring to poor fps (in which case you may as well Staff #1 on a Guardian all day), what exactly is the problem? What build are you using on your Warrior? It’s more likely that you’re not geared appropriately or you’re perhaps not running an effective build.

Well for WvW, that shouts front line build is already fairly tanky since it’s used with Soldiers Armor (Power, Toughness, Vitality) rather than Berserker (Power, Precision, Ferocity). I mean, if you desperately want to feel more tanky you can change one of your condition clearing skills (either For Great Justice or Shake It Off) to Endure Pain and change Balanced Stance to Dolyak Signet but I wouldn’t really suggest you do that.

For Dungeons, they are relatively easy and safe to complete with a variety of gear/builds but I would suggest that you follow this build and just replace the Berserker Armor or trinkets to Soldiers if you want to feel more tanky: http://metabattle.com/wiki/Build:Warrior_-_GS_Axe/Mace

Using a shield won’t necessarily make you more tanky. Outside of roaming in WvW, there isn’t much use for a shield to be honest. The shield #4 skill gives you very small gap closer towards your target that ends with a knock down attack. It’s a single target skill that doesn’t have a short cool down period. There are situations though where it can come in handy, such as when you’re ready to burst down a target with the hundred blades skill on the greatsword. You won’t often find yourself in a situation like that for the most part. The shield #5 is freaking amazing when you activate it at the correct times (when you’re about to get bursted down or if you need to close in on a target that’s far away from you and you don’t want projectiles to slow you down) yet carries a 30 second cool down on it.

How often can you justifiably use these skills doing what you do in PvE or WvW?

The meta has moved to Hoelbrak ($$$$$$) runes instead of Trooper($$), and you’d want to change a zerker trinket to a soldier or knights since you’d loose toughness and vitality by using the higher damage hoelbrak runes.
