WxP account bound...
I put something in the suggestion forums about this already as well. Character variety is fun for me and keeps me interested in WvW.
Bottom line is every time they put in vertical progression it reduces the viability of having many alts that are still competitive. They have already added other bits of vertical progression (ascended gear being foremost) and this is just another example.
As a side note, vertical progression in any kind of PvP eventually kills that PvP as new players always have further and further to go to become competitive. The only game I’ve played that handles vertical progression fairly well is EVE and that is b/c they use the concept of roles and loss well i.e. fighting in a really awesome ship means you could lose a lot of in game money.
It is death by a thousand little cuts.
Most of my buddies stopped caring about WXP after hours of release. We thought having ‘[insert server] slayer’ would mean that you turn the other way and run.
But what it really means is like seeing an invader with a legendary weapon. Go hunt for one. It requires absolutely no skill or practice to get to higher ranks. All you have to do is get on the biggest zerg in your server and roll around capping things.

On a more serious note, I think character bound wvw progression is kitten. I completely lose any drive to actually play any WvW at all just thinking about the countless hours grinding WXP, the frustration and rage of even more JP camping and useless fights because everyone has this huge raging [errect male genital] for those kitten points, the evenings wasted in mindless zerging because it’s pretty much the fastest and safest way to get WXP…
They are dangling this kitten carrot right in front of our noses but then turn around and turn it into a stupid grind with ridiculous mechanics (like the veteran wurm giving more WXP than killing a dolly – wtf, I thought WXP should be a measurement of actual WvW skill and participation not yet another pointless PvEmeter -.-").
I do agree with the OP that WXp should account bound. Many are like me and have multiple characters they use in WvW. I have a Thief, a Warrior and a Guardian fully geared that I use depending on my guild group composition. So with the actual settings of WXp, I’m being punised for helping my guild (and server) to maximise their efficiency. To me, it would only seems fair that those would be account bound instead of character bound. I really hope they’ll change iy soon.

I was waiting for the update to make me play again GW2, now I am totally disappointed.
I have 4 chars playing WvW and now I know all of them will stay forever mediocre or I should invest 10000 hours just to make them equal.Since I wont invest so many hours I will play only one or two, they will bore me to death and I will play GW2 even less. Good job devs!
if you are really not going to play the game again because of passive abilities that barely do anything then you really weren’t waiting to play this game again. Claiming that one of your characters will be “mediocre” because they don’t have a slight damage boost against NPCs or wall is just looking for excuses to not play this game.
We could use your logic to stat on the opposite direction:
If the passive abilities barely dont make a difference, why were they included in the first place? And if a player sees those “barely useless” passive abilities as the only reason to play WvW, he would not play it anyway.
Unfortunately, the game keeps adding more and more grinding. We already seem it on PvE (with Ascended gear) and now on WvW (with the passive bonuses). I can only fear for sPvP players.

With one character I do PVE activity X enough times to get Y xp and that character goes up a level.
now replace PVE for WvW and level for rank
