Reworking elite skills system
I think the second option is best. There is the potential (albeit maybe rare, or not existent yet) for abuse with a 4th utility slot.
However I do agree there should be far more elites that should be per-use weaker, but up more often, and with more inclusion with traiting.
I would love to have abilities in my Elite slot that I actually feel like using. Right now I just carry Plague Form around in WvW solely to stomp 5 of the classes reliably, then I end up having a bit more fun if I get into a larger-scale fight and dive on top of a stack.

One of the great things was, that a lot of Elite skills were just stronger Versions of one of your normal skills. Sometimes simply requiring less Energy, or being AoE or whatever. I could see so much skills that could be implemented as a stronger Elite Version.
As the system in itself has changed with just 3 utility skills, this might be bit OP when you can have a utility skill twice, but I still think this would be great. I am not a big fan of skills that rob you of your main build like most skills do with form changing and having more skills that increase the direct power of your build would be so much more rewarding than the current ones.
BTW. The Flesh Golem is exactly such a skill. The thief Venom is such a skill.
Great Idea.
Every Professionshould be able to specialize into a category by taking a certain elite skill.
- Guardians: (Elite) Shout, Symbol, Consecration, Meditation, Spirit Weapon, Signet*
- Necros: (Elite) Well, Signet, Mark, Corruption, Spectral*
Those should have a similar power level as some higher Cd skills from Transformation elites.

Also i ve got an idea but needs balancing. When you equip non-elite skill on elite slot, make it behave like elite. I mean every skills will have elite mode so they will be more usefull or something. But yeah needs hella balancing.

Be a bit difficult for them to essentially introduce 320 new elite skills into the game…
Many of the elite skills are extremely gimmicky or easy to use…take necro plague form (3 buttons, wow!) or thieve’s guild… I like your idea a lot
I would love to be able to take a fourth turret as an engineer. Honestly, just the prospect of using something other than supply crate is really nice, and it would probably increase build diversity. I’d be fine with it functioning as just another skill slot, with the option for elites to be used instead. Most elites tend to be short duration game changers, this would open up the option to have more sustained dps on classes.
Problem is it could allow more burst, but I think just the option to say, no thank you signet of rage and put, say, another stance could make things more varied in pvp.
The one I think that would get the most benefit is probably mesmer. Taking a shorter cooldown ability in the elite slot (which should not count as an elite skill for rune procs) could give them a more versatile skillset. Of course, the meta will shift to compensate and the new “best” builds would shine through as always, but there is a chance, a good chance, that more builds will be viable and competitive in structured pvp.
Also, who knows, maybe the ability to slot more cleanses will finally balance out the condition meta? Probably not. /anengycandream

I love the idea of simply having “better” skills again. You cannot equip that Elite XYZ together with XYZ, ofc.
And then Mesmers could once again have an elite which duplicates an utility skill they use.
