Ignoring all other stats, is weapon damage important?

For example: One weapon does 15-20 damage, while another does 17-23; ignoring the obvious level difference of the items giving you more stats, is there a difference int he damage of your spells?

Yes, it has a huge effect on it. Here is a list of coefficients for how skills scale with weapon damage.
