Is Tempest without warhorn worth it?
warhorn is horrible. no need to slot it. focus/dagger > warhorn.
staff is bad if what you face is not AI.
I don’t think Tempest is worth it with the Warhorn, though the Warhorn might’ve been worth using sometimes without Tempest, had that been an option.

Everything I say is only in reference to PvE and WvW.
Warhorn was cool when Heat Sync copied all boons. Now that it will only copy Might and Fury, the weapon is completely outlclassed in every way by other Ele weapons. It’s sad, but you’re almost certainly better off taking the other weapons now.
Warhorn has to be the most underwhelming weapon added in this expansion. Tempest is much better without it.
No reason to take warhorrn unless you are a small group who need to clear a lot of breakbars. Even then, the KD from Gale probably has the biggest “damage” to a breakbar on ele.
For max DPS I’d go with a zerker staff build with Fire/Air/Tempest.
Arcane wave / glyph of storms / signet of fire for utilities
Overload air for trash mobs and overload fire between lava font / meteor shower spam for everything else.
I’m gonna be the only one who disagrees on the warhorn being bad. The water skills you gain are superior healing skills compared to any other weapon skills. The other elements are nice for utility too. If you talk about raw damage then they are underwhelming ofcourse. But in PvP warhorn’s support is awesome.
My experience has only been in random hot joins so far so take that as you will.
I actually kinda like Warhorn as a support weapon. While some skills on Focus and /D are stellar in their group support (Swirling Winds and Cleansing Wave mainly), I do believe Warhorn as a whole does frontline support better.
With D/W, Water 5 can be blasted with Water 3 and Earth 4 before it burst heals; you end up with a lot of AoE healing as well as AoE Protection and Magnetic Aura. If you additionally blast with “Aftershock!” you get even more healing as well as more AoE Magnetic Aura and 2x condi cleanse, AoE Vigor and Regen with the new Invigorating Torrents and Cleansing Water (once they fix the kitten bug.)
Heat Sync (again, once they fix the kitten bugs) can help you maintain decent Might stacks. I’m disappointed by how they just limited it to Might and Fury, but it’s certainly viable group support.
I just need Fire 5, Water 4 and Earth 5 to activate their effects/animations more quickly. Fire 5’s field needs to spread out to its full extent quicker. Water 4’s knockback needs to happen quicker. Earth 5’s AoE needs to be out and spread out quicker.
Oh, Lightning Orb just sucks.
Like I said, this is only after messing around in hot join, but I think it’s still a tad early to write off warhorn completely.

Warhorn sustain and condi pressure is superior to focus no doubt I fare better with it even during 1vs1, the damage is a tad lower than dagger off hand and less instant CC but even dagger offhand fall short in terms of support/sustain respect to warhorn.
To sum up it’s best mele support set available on ele, you don’t go wrong with it , at range I guess staff still good somehow..but yeah warhorn is my favourite weapon set after dagger main hand.

2- Warhorn
3- Staff
The water skills are superb, the fire skills while situational they remain great, wildfire is devastating on a point and in pve it’s mob killer….lightning orb still bad overall but that’s just one bad skill over 8 where focus got 3-4 and dagger off hand got 2

Tempest is never worth it.
In PvP, the warhorn is very underwhelming when compared with the focus for tempest. The focus offers better defensive options (earth 4 condi clear, earth 5 invulnerability) as well as projectile destruction (air 4) and an aura (fire 5) to synergize with aura-related boon application.
It is very hard to look beyond D/F right now for PvP for the best synergistic set which offers good, and much needed, defensive options.
Ironically Tempest is better with every older weapon set. Shouts are good I find only if traited for might/weakness, air overload is good and fire overload is ok. Water and earth overloads aren’t really useful.
Warhorn sadly just has no advantages. It doesn’t do AoE or storm, it has short range, it’s slow, damage is very low, has no blocks, evades, or mobility skills…
I don’t understand what they tried to do, it doesn’t fit the ele very well.
Stacking might with fire overload before a fight and casting air overload after a meteor adds for some good damage. It could be better if you didn’t have to wait 5 seconds for overloads (cooldown could be global).
