Static Field
It doesn’t do anything to downed people because they can’t move. Kinda need to be able to move to walk through it.
It’s a stun. Why wouldn’t a stun work on a downed guy? Or, you saying someone actually has to cross the entire thing for it to stun?
You have to cross the line for it to cause daze. I have noticed that occasionally foes seem to cross it without being dazed, but in battle it’s hard to see if I’ve just laid it down super close but not on top of them, or if they’ve crossed in the short period after I cast but before it activates.
They actually have to pass through the outer ring. Just like Ring of Fire.
Champions/Bosses have a passive that stacks to a certain point where CC effects have a reduced/no effect. When it’s reached, Stuns/KD’s have no effect, while Vulnerability suffers a 25% reduced duration and Cripple suffers a 50% reduced duration. Could be wrong on those numbers, correct me if I am.
If you want the best out of Static Field, Static Field > Gust to push them through. Not sure if Gust will work on downed opponents as I don’t play Staff in PvP. Static Field also works as a Defensive technique as well for saving downed allies. Throw a Static Field around your downed ally and start reviving. I’ve seen it done several times in tPvP videos.

It only stuns if they cross the edge of it. It’s totally possible to stand in the center and move around without getting stunned.
As for people running straight out of it, they probably have Stability.

Actually, the reduced blind/weakness/vulnerability thing is always in effect. The stacking thing is also different than you’ve described: while they have stacks they are immune to hard CC, and each CC you throw at them removes one stack. Once the last one is gone, the next CC has full effect on them and they gain another pile of stacks you have to burn through.

You can also dodge through the stun.
