For the cause of making more elementalist builds viable please state your suggestions below.

I myself would like to see the cast time of signets and glyphs to go down a bit (50% maybe?)

Turn Flame Barrier(5 point minor trait in fire) into 20%(maybe 10?) chance to deal extra damage while in fire instead of 20% chance to burn a foe when attacked in melee.
Persisting Flames(Fire 11) – instead of a 30% longer fire field it leaves a smoke field for 1-2 seconds.
One with Fire(Fire 10)… maybe increase the chance on the new 5 point minor trait to proc?
Conjurer(Fire 7) – also reduces the cooldown on Fiery Greatsword by _(60 seconds?)
Spell Slinger(Fire 4) – arcane abilities instead of cantrips.
One with Air(Air 4) should start with 10% bonus(the minor trait gives 10%…)
Somehow buff Inscription(Air 8 ). Maybe more stacks/duration on those boons?
Tempest Defense(Air 11) should get the internal cooldown reduced to 45 seconds. It’s a kitten grandmaster trait, it should be more useful.
Grounded(Air 12) – 50% instead of 20. We don’t have that many knockdowns/stuns so it should be a higher % for burst.
Elemental Surge(Arcana 12) is a pretty bad trait. Don’t know what to do there. Maybe something if you’re hit for 10% or more of your HP? Resets your heal with a 60 sec cd? Hits the attacker with Arcane Blast? Edit: Just remembered we had boon hate now. Maybe that trait should be replaced with something for extra damage to enemies with boons?
Aaaaand I know I’m going to get some hate and rage for this but: Evasive Arcana’s Water Atunement ability should be changed to Frozen Burst.
There’s also a lot that can be done on the weapons(Like most scepter attacks being useless).

I agree that scepter fire and earth auto attack does way too little direct damage. The condition damage is decent though.
