WvW Scepter Balanced Build
No offense but I do not see what you are trying to accomplish with this build. You are not condition, you are far from burst damage. Are you trying to go more healer?
From the looks of this you are trying to just live a little longer with high vitality.
I’ve tried this. Its basically a healing build with some damaging tricks, ie: bolt to the heart, evasive arcana. Problem is, with evasive arcana as one of your big damage sources, you put yourself in melee range, which is the opposite of what you want with a scepter. This would be better with d/d.
0/0/30/20/20 with written in stone and vigorous scepter seems to work a lot better. Slot 2 signets and 2 cantrips. The survivability is drastically increased, you lose no healing, and the damage you lose from bolt/evasive you get back with quick, powerful condition damage via serrated blades. Another plus is you can use your evades to get away from danger instead of going in to it.

I switch the 20 point talent for blasting staff when I use staff kitten . So I can apply burning in Air, which is nice when you’re attacking a Claimer with the buff on it. I swap 9 and elite skills from time to time. I’ll swap my healing skill for the increased swiftness in air if I’m running supply or just passing a large A to B without any enemies nearby.
My gear is Power, Precision, Toughness. Knight’s Exalted, with Zerker gloves and accessories.
This is my normal set-up. I don’t like having staff out solo. I don’t like D/D or anything with focus.

Skills: signet of resto, armor of earth, mist form, signet of fire (optional), glyph of elementals.
Runes: 2 superior speed, 2 superior air.
Weapons: rage, and battle. (I don’t think battle is all that great for s/d, though.)

The traits you picked are generally fine for a mostly survival oriented build. You might get more millage out of quick glyphs instead of bolt to the heart, it’s your only damage trait and doesn’t fit really.
Or move those points to water or earth. What gear you pick will really end up defining how this build plays, lots of toughness and and vitality will give you a bunker build, or you can go for more offensive stats but still have some nice defensive traits and utilities.
Also, scepter is kind of in a sad shape these days I’m finding. Dagger/dagger has actually gotten pretty good in recent patches for damage, and staff is obviously the ultimate group support weapon, so you may want to consider those alternatives.
