Q:
why all the stun breaks are cantrips?
A:
because the utilities were badly designed.
There have been several threads on adding stun breakers to other skill types
hope they remove one stun break fron cantrip and put in signet or glyph. the only kind of utility that I can think that are as useless as conjure is ranger shouts.

Glyphs are in a worse place than conjures, IMO. They don’t really synergize and their utility is just so easily outclassed unless you’re going for something very specific.
Conjures at least take center-stage in gimmick builds (like Thor). Frost Bow is excellent in dungeons, especially AC. And the FGS is actually a pretty decent elite.
They are going to put stun breakers on signets across all professions. Not all signets I would assume but signets will be getting stun breakers just have to see which ones get them.
I think the passive might need to come up in non-healing builds. If I run a clerics tactics build this signet can hold its weight, but it currently has NO place in a berserker build. Not sure it should be as viable in a seeker build, but it needs to see some play in soldiers, and certainly Valk and Shaman builds. Really signets are still going to have a hard time without a stun breaker (particularly in PvP and WvW). Obviously Dolyak signet is the most likely candidate here. Our next balance patch will absolutely be looking at stun breakers and spreading them out on all professions to make more categories of utilities viable. I’ll probably post this in general later as well but this was a larger balance pass and we will likely let this meta sit a bit longer than previous ones while we work towards taking time to push more less effective builds towards viable status.

I’m not sure I agree there. For my staff build, I found glyphs to compliment my shortcomings rather well. The elemental summons add some much needed dps, and glyph of elemental power adds a chunk of snaring that makes it easier to land my other spells. The best thing about them is that you can have them do something different based on your needs, rather than be stuck with a single skill. That being said, I am still running Armor of Earth and Earth trait 3 just to have a fighting chance against stuns.
Stunbreakers wouldn’t feel so mandatory if there weren’t so many instagib stuns. The reef drake for example…you just need something in case it pulls you into it’s damage field. Just like how one condition doesn’t mean the end of the world…or one hit from a weapon. But one stun can mean a trip to the nearest waypoint…
Arcane Shield, Signet of Air, Glyph of Elemental Powers (remove the stupid cast time already ffs) could be.
Cleansing Fire and Mist Form could not be as long as you can cast them while CCed like Auras or Attunement Swap.
