I’m going for damage and cc with decent ability to survive . My food is Spicy herbed chicken (100 toughness 70 power).

First of is this for pvp or pve? pve you can run naked and slap the npc down with a wet fish it’s that easy, so yeah that build would be fine!
For a wvw build not so good, you say you want good cc yet i only see one viable cc skill, slick shoes have a way to long cd and the nets animation is very visible and easy to dodge ( unless you count their dodges) If you have quick fingers try this build http://intothemists.com/calc/?build=-V;4cPFw0c-sTFx0;9;499JJ92;05;035-05-5;0S33;3bUytbUytk-ki-M;4VfVjWoXt2-45a0q-J-1T;57V-1cV7B;9;9;9;9;7V6s5T it has everything you ask for and if played to a high level you shouldn’t really lose 1v1’s and can also do well against 2>3 people at a time! (stomping them is a whole other issue though)

Also i always take 2 sets of the same weapon sets and kill npc first to get 25 stacks of condition, it takes 2 mins to kill 13 npc and would be stupid not to take an extra 250 condition damage!
