First Scepter Test after patch....
My necro staff and ranger longbow have the same problem. At least the did speed it up a little bit.
It isn’t fixed, but it is better.

Be careful about what you mean by fixed … the devs only acknowledged the lack of speed, not the fact that it misses. Ironically, when the QQ brigade final had the ear of the dev in the forum, they failed to explain the REAL problem with scepter. Can’t help but think we (the general we) got exactly what we asked for.
i know it’s a “ranged” weapon, but it’s most effective in your face. no matter what, Guardians will be melee for me and scepter is extremely effective at close range.
the only times i’ve found i needed it at range is in PvE / dungeons, where the mobs or stationary objects won’t move anyways so i feel it’s fine.

With the 10% dmg trait, it can crit for 3k now on a glassy build. As Akamon says, just forget that it’s a ranged weapon ( or combine it with CC ).
BTW chains of light on a similar build now does around 1k of damage when it lands
