Healing power increases every skill that heals ! these can be weap skills, utility skills, regen, passive heals, runes, sigils or traits.
Most people choose not to use healing power as the gains are so marginal, for instant 0.125 * HP per sec on regen or 0.4 * HP on monk focus, however I feel they add up and some is a worth while stat investment.
If you add healing power, any green numbers get bigger. A healing skill, is only the skill to the direct right of your health. Healing builds are okay, but try to contribute as much damage as you can while healing. You need to desk some form of damage for every game mode.
All heals in GW2 whether they be one-time big heals or heals over time all follow the formula:
Total = Base + (HP * S)
Total – The final amount you heal for.
Base – The base amount the heal heals for.
HP – The amount of healing power you have
S – The scaling factor for healing power
Therefore it will effect all heals, not just your 5 skill/personal heal. As an example the regeneration boon gives health for every second it is active, say you have 300 healing power from going 6 deep into Honor, and that you are level 80.
Regeneration has a base heal of 130 at level 80 and scales with 0.125 healing power, as such it would heal for 130 + (300 * 0.125) = 167.5 per second.
Generally pure healing power builds aren’t that effective in PvE as you will suffer too much in the damage department, and that generally the scaling factor ‘S’ will be quite low, meaning that you need a lot of healing power to see much in the way of returns. However it can work quite well in WvW, so look out for the Healway build somewhere on this forum.

If the 10% has the right value and affect battle presence this migh be a good regen battery.
I would not risk signet of mercy and wait for guardian CDI to rework guardian signets, becouse its a great sacarifice and skill its rare to work…
