Balance vs implementation vs forethought?

I have a hard time understanding certain things and wondering if the community had some knowledge or insight, or even some insight directly from arena net would be great if not better.

Now I understand the idea of slow changes. Keeping the current perfect imbalance and meta consistent and letting it grow over time. But it’s the unviable things that stay unviable I question.

Balance.

Frankly I feel like most of our nerfs were fairly due and if you really look you can see what was intended even if the idea is flawed since context happens very differently than numbers on paper.

For example: Chaos Armor, yeah it doesn’t proc protection on cast but now you have a chance at a 15sec long protection which I’m sure was part of the rational behind the 1sec c/d (cuz 25 sec protection on mes is OP? Lol)

Forethought

That being said the things I don’t get are like Torch. Having a rather weak phantasm (unless a niche build) on a rather long Cooldown. It’s been that way for so long and really could be fixed by a tweak to its cool down, or buffed to justify the Cooldown.

Or what about scepter? which although looks better than 4 months ago it’s still not that much of an option, granted its a harder weapon to balance but surely this is not the intended ideal for it is it? Are the minor changes to these really thought about? Because the status quo never seems to change on these.

Comes down to

Implementation.

Now I’m no programmer, but I have used things like “eAthena” to host Ragnarok servers, as well as being familiar with modding tools and editing hex codes. These… Tools? simplify things so if I put “3” as. Value in a Certain place, it forces the in game value to 3% for the corresponding field.

However I am sure a lot of work went into the trait changes, probably was a lot more than just changing number values. pros and cons aside big props for the work put into it.

Anyways granted I don’t work at arena net nor understand anything of their program but would I be right to presume they made some kind of similar tool for quick editing? If so wouldn’t certain changes over time be reasonable and possible even of two skills change per day? And if so any reason why it shouldn’t be a more consistent tweak process?

I know there are probably a bunch of things I have a skewed perspective of, and others I’m just flat out wrong. But can I get some insight? I like many others would benefit from both the knowledge and understanding. Thanks. (Half asleep on ipad ignore poor grammar )

our nerf were due…..

I do not agree.

You know how many tactics and options the blurred frenzy nerf removed from the game in PvE?

But they don t care of PvE….

GW2 balance:
A PvE player is supposed to avoid a 1-2 second 1 shotting aoe.
A WWW player is considered uncapable of avoiding a 5,75 second aoe for half his health.

It is a pretty sucky nerf and may not follow actual context in certain situations, but I don’t think it’s that bad, for the most part it’s just a little bit more hard mode.if anything training for it would be more viable now.

What I’m trying to say is that despite it being harsh the player can adapt around this it’s not really game breaking or unplayable.
