[Build] Dire Condi Shatter
This is just a suggestion, but have you considered running toxic crystals and/or swapping in a couple pieces of Giver’s? The increased condi duration could more than make up for the loss in condi damage. You obviously won’t benefit from it if its cleansed, but it might also help you bait the cleanse a little earlier in the fight.

1)Surprised by torch here, you have very little mobility, which is normally something you rail on other builds for. I would take focus, actually based a lot on arguments and vids you made funnily enough.
2)Do you think BI is worth it over menders? You could lose MoR, take heal mantra and free up a utility slot, maybe for signet of Dom, MI, decoy, etc.
3) Illusionary invigoration over IE? The trade can’t be right with staff, so much added dmg with IE.

You can and I used to run Giver’s weapons back with my Holy Hell build. Duration is fantastic, especially when you’re wanting to load up your enemy with both soft and hard CC (cripple, chill, imob). It comes at the cost of damage though, so when the build focuses more on damage and not CC then no, go for damage over duration. It either will get cleansed, or it won’t matter because the extra damage will knock them down before the full duration would have come into effect.
If you do want to bait cleanses though, working imob’s into your builds is a great way. Sword 2, or getting CI in there (possibly at the expense of DE). Only anything without DE in it is always going to be suboptimal, especially in a shatter build, sadly : (

Honestly there’s so many variations you can run with this build it’s hard to make an actual build thread and say “here, use this”. But let’s discuss your points.
1) Focus over torch, yes this will work. For once though I’d have to say the torch phantasm is better than the alternative (iWarden in this case). Why? The extra confusion stacking is a bonus, and the retal even with low power works because of the excessively high armor and hp’s. The extra stealth is always welcomed in WvW too. You may not have the added speed from curtain swiftness, but you do have the bonus stealth which has it’s own benefit to disengaging. For chasing though? Well, you can’t have it both ways I guess. The burning from the prestige will beat any damage the iWarden might provide too, especially given the inability to lock someone down within his whirl. You’re not going to be getting good bleeds from him. So that leaves his utility of projectile destruction, but if there’s one thing I’m not fearing in this build its pew pew rangers.
So if I can find some other way to get swiftness that doesnt involve focus (or travelers runes, but please.. seriously) then torch is the better option. In fact I could continue to rely on the blink + staff 2 combo, and maybe even take CD to further reduce staff 2 to 6 seconds. Another option would be to take Arcane Thievery, and both strip swiftness and gain it for chasing purposes. I used to do this a lot in the past. It’s a nasty way to play. I think in the end what drove me to decide on staff scepter/torch was an inkling to go back to my old days, and to also make use of that legendary skin :p. Mobility is still king. But perplexity > Travelers
2) Is BI worth it over Menders? Honestly, Menders is a far more powerful trait for the point cost investment. If there were some sort of judging panel I think Menders would have a higher score. It probably is the most ideal setup with one exception, which would be Chaotic Dampening. Though the question is do you really need CD, or would just just make you insanely invasive to the point of putting your opponents into a mental hospital.
The real bonus is that Menders does allow you to free up a utility. That said, I spent a fair bit of time swapping MoR out for decoy and running no condi remove. Between the evasivness, kiting, and high hp pool you can easily down your opponents before they can defeat you with conditions. A strong ability to disengage also means you can fight reset, which is nothing to shake a stick at. So yeah, condi cleanse allows you to hard counter a condi user, but the build is already resilient enough to ‘soft’ counter them too, if you will.
3) I like II. It’s a solid choice in any shatter build. Restting your shatters, especialy under pressure offers both extra offense AND defensive capabilities to a shatter build. And it always comes into play when the pressure is on and you need it. IE will give you the extra damage, this is true, but it can’t compare to II for the sake of survival. I’m also not all that fussed about my staff clones auto attacking, though it has its place. I usually want to get them out to shatter, and I like my options more when I have shatter skills at hand than not. This is another one of those choices where it’s an either or. There’s a great diversity of options you can go with in the overall build, and that’s a good thing imo. I don’t have a definitive build or answer. : )

Ross Im just curious, when you post your vids, do you record them on high settings or low? It seema kinda different from the usual gw2 vids I watch. I feel like your visuals are somewhat rendered or something.
You basically playing one of those builds players in wvw avoiding. :P

My in game settings are set relatively low. My bandicam settings are adjusted down a little to compensate for any major FPS drops I might otherwise encounter. GW2 runs fine for me on low to average settings. Once i start recording my FPS drops. If things get to intense, say a large scale fight, recordings and play become stuttering (you can see in some of my vids which is why I don’t do large scale stuff often).
Other people who record usually do so because they have nice big beefy systems and there’s little to no complications. I see them playing with full GW2 settings, running pro software. Sometimes this is even done on a separate dedicated recording system :p
So yeah, mines not as pretty as many others :p

Torment, long range blink, and Torment application via shatter do give you some thing to do as you can get a blink + staff 2 + dodge roll clone into shatter, swap to scepter and AA to hopefully apply a last bit of traveling torment pressure to stop or down a fleeing player.
CC helps but always works best with Power. Really if someone is wanting and able to get away, the power is usualy in their hands to do so. We just gotta do the best we can with what we’ve got and hopefully rule the day.

my torment on shatter build does over 17k damage of torment on the block i dont know why your torment damage slightly more than half of mine ( like i would love to know the math that makes it that way because i dont have any better gear than you.)
My build also is long term damage and stacks over 6 stacks of torment on auto in a couple of seconds. It will really eat anything with less than 8 cleanses in wvw if it is power because they will never hurt me with power damage. I cant use my build to its full efficiency because i dont have the proper runes( they are expensive and i am broke- ingame) and so haven’t set up my mesmer on it yet.

@Sadrien are you using rune of torment? The extra duration is huge for putting up big total numbers on block.
I checked and i do have way highier raw condi-duration because of givers weapons that already puts it at 40% highier than his in game which becomes roughly 15k damage off of block and more into the first trait line fore 10% more duration and that accounts for 16k. I dont know why my damage is highier than the calculator shows his i dont remember putting the condi damage signet on my utility bar.
no i dont have torment runes they cost to much and so does perplexity
rune of torment should put me way up at 22k and that is insane if your foe has few cleanses, but i think i will just use perplexity because of the confusion stacking which could be more powerful if i can interrupt ( and i am practicing lockdown so yeah that shouldn’t be a huge problem).

First off, post your build.
Secondly, where are you seeing the numbers? From the vid, or from the build site?
