Healing Prism
There is no percentage that is fair at both low and high healing power.
As someone, I can’t recall who, recently demanded, "show me the math".
On a cleric mesmer we out heal. (mantra of recovery 2875/13.75s)+(mantra of pain 2875/4.75)+(healing prism 800/10s)
209.090909091 + 605.263157895 + 80 = 890.354066986hps
in the case of a percentage increase, I will now include in hps healing done to self.
+(mantra of recovery 6340/13.75) +(restorative illusions (1417/12s)+(1417/25s)+(1417/38s)+(1417/50s))+ (regeneration 302/1s)+ (life steal food 315/1s)
+ 461.090909091 + 240.392807018 + 302 + 315 = 2206.8377831
On a cleric guard they out heal (virtue of resolve 208)+ (signet of courage 1496/10s)+(symbols 210/1s) + (detonate orb of light 1613/12s) + (empower 2875/20s) +(2 dodges every 10 seconds 1634/10s) + ("receive the light" 1580*5/40s)
*don’t know how to predictably add in mace heal*
208+149.6+210+134.416666667+143.75+163.4+197.5=1206.66666667hps
1206.66666667 - 890.354066986 = 316.312599684 hps difference
2206.8377831 * .145 = 319.991478549 So 14.5% is around the highest we can go before cleric Mesmer outpaces cleric guardian by too much.
Now with no healing power
(mantra of recovery 2600/13.75s)+(mantra of pain 2600/4.75)+(healing prism 532/10s)+(mantra of recovery 5240/13.75)+(restorative illusions (872/12s)+(872/25s)+(872/38s)+(872/50s))+ (regeneration 130/1s)+ (life steal food 315/1s)
189.090909091 + 53.2 + 381.090909091 + 147.934035088 + 130 + 315 = 1216.31585327
1216.31585327 * .145 = 176.365798724hps
Either way those with low healing power give an out healing bonus equivalent to a traited soothing mist, and only by spamming everything. Which isn’t fair because those with low healing power don’t spam with the same intent as cleric builds.

Because you use +’s, if you want to get rid of it, include
[pre] at the beginning and
[/pre] at the end of your post.
Or just disable Textile.

You assume that the trait would heal allies for a percentage of all healing sources. Currently, it works only on healing skill, and the percentage could also apply on the healing skill only.
Also you assume bunker guards take the elite signet, which they usually don’t. But I guess your point was to compute a max, in which case mesmers could also have more mantras (although on higher CD)

The min maxing wasnt exact. However boosting mantra use would result in an lower percentage as you would overtake the other classes faster.
A percentage of only the heal has the same effect.
With no healing power the current format gives a 53.2 hps increase
If we were to treat it like a 20% of heal with no cd.
With no healing power
Spamming 2 mantras is (2620*2)/13.75=381.090909091
20% of which is 76.2181818182hps
a full ether feast provides 7480/20=374 20% of which is 74.8
and mirror provides a 3915/15=261 20% of which is 52.2 (which is lower than the current level) so you could trait for 3915/12=326.25 20% of which is 65.25
At this level of healing power your regeneration alone is 130
and compare this to the ele whose minor trait soothing mist is 80hps with no required use of their heals.
