Whats the reason behind the nerf? To balance power/phantasm glass cannon builds in PvP? The problem is it nerfs shatter and condition builds too. Longer cooldowns on phantasms means less stuff to shatter for shatter builds and less bleeds for condition builds, the staff nerf hits condition builds too.

Why not reduce the base damage or damage scalling of phantasms instead of nerfing the cooldown of those skills? Sorry but this looks like something the devs just made to stop the whining instead of a good idea with alot of thought put into it…. and dont make me start to question the decision from a PvE point of view…
