If you can reliably reapply them mid-fight, I would recommend against stacking them this high vs certain classes.
7 Mirrors ran with PU in a lot of his builds, and he seemed to kill people pretty effortlessly. I’ve run with this trait a lot. With 30 in chaos, and centaur runes, you have 100% uptime of swiftness. And this trait buff just makes things even better. I usually run

I usually run in full zerker armor, with all celestial jewels. My Izerker wakittenting people for awesome amounts last night. And this little bump my survivability made me smile all night.
With cleansing configuration. You remove conditions, stealth, gain protection, and heal yourself. Its just plain awesome.

Off the bat i would recommend taking Master of Manipulation over Debilitating Dissipation, that lowered cooldown on Blink makes a huge difference overall.

Nice build, although I still can’t personally justify 20 points in domination for cleansing conflagration.
Prefer to split those points with 10 in inspiration for a choice of IV, VI, I or II, and then 30 in duelling which means I can take IV, X and I together, or even swap I out for III (retaliatory shield comes in handy now with all the aegis). So 0/30/30/10/0.
Edit: And you also get free exploding clones with duelling 30, so no need to waste a major trait on debilitating dissipation. I agree master of manipulation is a must have.
Decent power (not amazing, but not trash either), decent condition damage (about 1000 with scepter which doubles damage on almost every condition), great armor, and lots of PU stealth.
EDIT: Yes I know that build editor is out of date — you’ll have to use your imagination a bit and add 150 condition damage when scepter is activated to envision the stats.

Reason i’ve got 20 in Domination is for the PvE side of things as well, I can swap Cleansing to the Greatsword Proficiency on the fly! The cleansing also makes the Torch Invis 6 seconds quicker with helps out quite a bit! I also use the cleansing to remove boons since i’m using Blink, Decoy and a Signet most of the time.
