Alright, how about we play this out in a duel.
Necro start with some auto attacks and or marks.
Ele LF + Earthquake
Necro dodge thus mitigate CC and Damage
Ele Switch to Water and is now at full health again
Ele uses Cone of Cold
Necro keeps auto attacking
Ele is now at 91% health but uses Cleansing Wave
Ele is now at full health again
Ele switch to fire and BS/ROF/Fire Grab
Necro is now forced to heal and still low on Life Force
Ele switch to air and RTL or updraft for CC and auto attack damage
Necro auto attack
Ele still not below 90% health due to regeneration from previous attune swap to water
Ele switch back to water or earth for some more damage
Ele is still at full health
….
….
….

Playing fights out in your head is just as bad as theory crafting a build, not testing it, and claiming it’s the new meta. This logic of thinking is the exact reason staff is getting a 33% nerf to condition builds because of it’s “perma regeneration” and 2k damage every 6 seconds.
If your so worried about a niche GRANDMASTER trait, mix carrion gear into your set. Presuming the said ele is running berserker (since a pvt ele can’t kill a condition necro who is running spectral armor; which is the new meta skill from what I’ve seen), all it takes is 3-4 auto attacks and scepter 3 to bring them under 90% health.
People seem to forget that elementalists have the lowest base health AND toughness. This said berserker ele is sitting at 15k(eles can’t run 30 in water as well as arcana for evasive arcana trait, as per your “theory”) health and 2200(300 toughness from trait line included) toughness. If you fail to do 1500 damage to someone in a fight, then your playing the wrong profession.
Not trying to come off as rude, but diamond skin is getting way too much concern over by the necro community. If anything, you should be qqing about automated response on engineers, which is a much more powerful trait.
To be fair, we QQ about that trait as well. The difference being you can effectively counter that trait by front-loading conditions. Yes they can clear at 24% and then you have the same problem as diamond skin, but it requires them to essentially pull that off and then carefully remain below 25%. That is all a very active process, which is why I don’t personally mind it.
Diamond skin on the other hand, is starting the fight immune, and going immune when you max out your HP again, and again, and again. In practice I think it will make a nearly indestructible bunker, but since I do WvW, I don’t care too much about it. I just think IMMUNITIES in general, that last for an indefinate period of time are bad, as others have said.

The issue isn’t that Eles are getting some new anti-condition toys. The issue is that the toys they are getting negate conditions entirely instead of providing strong resistance.
If, for example, Diamond Skin was instead “While above 75% health, conditions applied to you have -50% duration”, I would find that to be much preferable. It would still make the eles with the trait resistant to condition builds, but it would do so in a way that allows for some actual interaction with a condition damage build.

its really easy for a Necro to 100- 0 an Ele that has its stun breakers on cool down with a fear chain, so I see this as a reasonable change.

I agree it is a heavy cost, and it is nice that eles have a reason to go to the end of that tree now. I also think eles, especially DD eles really need the love after they got nerfed mobility wise months ago. I would love to see more out and about, as they have become almost as rare as roaming power necros.
I am sure it will cause an uproar once the first ele posts a video of him trololololing through a massive group of people with his stability on, and like RTL it will get hammered again. So my advice is for eles to not make any videos about it… !!!
the above poster raises a good point. devs will not allow an ele to be more than a “jack-of-all-trades and master of none” and the nerfs to the d/d ele are still coming and it will be hitting the vigor/ elemental attunement this time around. As far as I can tell the trait’s problem isn’t the immunity to condition damage itself but to other conditions like snares, weakness etc combined with stability, good mobility and decent healing and your ele in question will be hard to deal with since you wont keep up with him. It would be quite unfortunate to see eles see another nerf to mobility and healing because of it.
Diamond Skin should be fine as long as the immunity is exclusive to damaging conditions.

while i do enjoy the salty taste of necromancer tears i dont think this trait will be very strong, 10% of ele health is only about 1.5k once you burn through this in a couple auto attacks then get your OP condi’s on they will melt and never be above 90% again
