The signet active is a crutch. It’s simply not good design. Many things have a cast time, like heals or elites. This skill is not unique in being interruptible, but if DS to get stability before using it, I cannot be interrupted quick enough.

If I need Life force immediately, I cannot rely on axe 2 to generate it, or the scepter, or staff auto. … and I need that LF because despite all my positioning teams will always be gunning for me as priority target.
1) Supposing you invested 30 pts in Soul Reaping to get Stability you are marginally difficult to interrupt. That is a lot of investment for a “maybe I can make this cast work”. If you get hit with any boon corrupt skill, then you are instantly rupted (stability →Fear), and there are plenty of other boon strips that can cast fast enough to pull the stability off before the cast finishes so you can follow with another interrupt. In Addition, the signet is ground targeted. Launch corpse > interrupt if you can do it, because the signet will go on full CD if you time the launch well with no one rezzed. I have interrupted Sig of Undeath on a stability necro numerous times in tPvP. Failing to do so is a skill issue. Not a balance issue. If you blew all your CD’s knowing that a Necro was waiting in the wings to pop his sig, then that is again a skill issue (or perhaps a build deficiency), not a balance issue.
2) Yes, staff1 can be hard to hit against skilled players, but if you trait for Soul Marks, then you have plenty of LF. If an opponent is exhausting their endurance on Axe #2, then yes, you can’t get any LF, but that opponent is also deadmeat. It is a long channel so they are either dodging 3x in 3s or you are getting some LF. Scepter sucks at generating LF, and there isn’t much that can be done about it. If you are running Rabid gear, then your crit rate is high enough to get reasonable generation out of it through the LF on Crit trait, but that trait is kind of lackluster compared to others in the slot, so other traits are usually a better choice. Spectrals can give nice LF when traited too. You have options, but you do have to think about it in making your builds.
Also, if you are positioned well, and your team does nothing when opponents walk by them to run a train on you, then you need to play with better friends, because peeling for your Necro is a pretty basic priority. Everyone knows that our stunbreaks pretty much suck, and that without LF we are sitting ducks.
