I think the spec really close to being there and does not need major changes. I would suggest some small few.

Traits and Utilities.

All of these are in a good place in my opinion. I would make a few changes.

1>One in the chamber. Add to this trait “All cantrips have a 20 percent lower cooldown”. I think this a better method than is adjusting the cooldown of each. Give the player the option and this might make certain utilities a bit easier to use.

2>Shadow flare. Make this a dark field or alternatively as suggested by another have it apply an AOE reveal at taregted location.

Stolen skills.

I find some of these comparitively lacking when compared to base thief steals and feel they need some tweaks.

1> Steal Resistance Make resistance 4 seconds

2 >Steal time Make both Quickness and slow 3 seconds.

Rifle Needs the most in the way of tweaks but it hardly as bad as being suggested.

Across the board. Increase range of Kneel shots to 1700. Do not increase any other ranges.

Across the board increase projectile speed. Start at 20 percent.

Brutal Aim. Decrease activation time to 1/2 second.

Deadly Aim Increase Vuln stacks on Marked to 3.

Spotter shot Increase damage 15 percent Increase Fury and Vigor to 4 seconds.

Double tap Increase might to 8 seconds.
Three round burst increase might to 8 seconds.

Deaths Retreat. Increase condition cleanse to two.

Kneel. Allow spacebar to do a jump while kneeling so as to break the kneel.
