Spontaneous thought I got right now and it’s not well thought at all, just spontaneous.

What if thieves could steal from teammates?

It would have a slightly longer cooldown, but it would always guarantee a single item depending on what class they are, and maybe sometimes grant a boon as well? Because Thieves lack any kind of synergy with the other classes, maybe this could alleviate it a little bit?
Brief examples:

Steal from a downed player – Switch places with the downed player and stealth them simultaneously.

Guardian – Steal Aegis (Or just, get aegis, don’t actually steal your teammates Aegis!)

Warrior – Steal Might.

Engineer – Steal Big’Ol’Bombs or something I don’t know?? Grant a giant explosion on point that sends both players flying, because why not?

Mesmer – Steal Distortion at an instant-cast, or something.

Elementalist – I don’t know.

Ranger – Steal their pet.

So you get the general concept. Sounds good? Yeah! See? Nyeah!?

This goes against the theives honor, Especially against an allied theif.

In a game, gameplay trumps everything.

Besides, who says you have to follow some arbitrary rules made by some self-proclaimed thieves-guild you’ve never cared about anyway. I WILL DEVIATE FROM THIS NORM!

I’ll create a new guild! “No Honor Among Thieves!” Gather my brethren! Down with this honorable hogwash those weaklings among’st us, who try to impose this uncanny semblance of order upon your daily lives!

Trolling to the max. We just need a trait which lets our downed skills recharge faster and I could port all over the map. Wvw map completion in downed state – life of a thief.

Of course necro and ranger can already do this.
