Assuming they still share the same cooldowns:
Use fire if you don’t use a on swap sigil.
Use force if you do.

I would actually say force.. With your crit chance you might not activate fire whenever the internal CD is down. However fire does better with AOE damage, but force is reliable.

Ok so what about taking a second fire sigil on the second weapon set? Effectively retaining the same cooldown timer throughout.
Say you had 2 1H and one 2H weapon, would Fire/Force – Force or Fire/Force – Fire work out to better DPS?
on average force/fire – fire is better DPS, esp for the AoE effect on both weapon sets.
