Creating a second account
You’d have to buy another copy of the game to create a second account. That’s how it works.
But there should be no restriction on which region you play in with a second, purchased account.
You can make another account, by purchasing a second copy of the game. There is, however, no way to link these two accounts. Each account is separate, and autonomous.
And each would require it’s own email address. They could use the same installation on your computer no problem, however.

Each account is separate and multiple accounts cannot be linked or merged. You can use the same downloaded content, but you would need to log out and log in to the separate accounts, with different serial codes, etc. The only linking would be between a Guild Wars and Guild Wars 2 account.

Hey Gaile,
Somewhat related…what’s Anet’s policy regarding playing two clients on one machine/IP at the same time? Not trying to do anything illicit…I just like to keep my second account up on a second monitor to flip items on the trading post while I’m running dungeons on my main account.

You may use more than one computer at the same time.
You must be actively playing on each account.
And as stated above, you may not program your keyboard to perform functions on more than one account at a time.
a. For example, if you press W on your keyboard to move forward, a single character on a single account should move forward. The keystroke or mouse click should not perform functions on more than one account.’
So yes it is allowed to do what you want to do.
